Paul Latchford serves as the Executive Chairman and has been a director of the Company since August 2008. Mr. Latchford has over 30 years experience in the international and domestic telecommunications market. Since June 1999, Mr. Latchford has been Chief Executive Officer for Spencer Trask Media and Communications Group LLC, (“STMC”), where he has been responsible for selecting and managing STMC’s portfolio investments in various private and public companies. In addition to serving as Chairman of the Board of PrecyseTech, Mr. Latchford serves on the Board of Directors of Vesselon, Inc. a medical devices firm targeting triage devices for early stroke treatment. He previously served as a Director of Parelec, Inc. USA, and Neptec Optical Solutions Inc., and served as a Director of SkyTerra Communications (SKYT) until April, 2010. From February 1997 to June 1999, Mr. Latchford was Principal Vice President at Bechtel Group Inc. responsible for Global Business Development for Bechtel Telecommunications. From January 1990 to February 1997, Mr. Latchford held several senior management positions at Bell Atlantic International, Inc., finishing as Vice President for Business Development responsible for the Asia Pacific Region. From 1979 through 1989, Mr. Latchford held several management positions at Bell Atlantic Corporation in Network Operation, Network Engineering and Service management. Mr. Latchford is an honors graduate from Georgetown University, BA Government/Public Administration.
Paul B. Silverman serves as a Director and as President and CEO of Precyse, Inc. (“PrecyseTech”) (www.precysetech.com) which provides industrial IoT asset tracking and global location services using Israeli developed proprietary technology. In March, 2016, Mr. Silverman worked with Spencer Trask to establish the company’s headquarters in Reston, VA, and was appointed President and CEO of the company’s global operations including an Israeli based R&D center. He is working with the Precyse team on an ambitious plan to develop a portfolio of cloud based IoT and analytics-based applications to improve users’ process automation, cost-performance, and worker safety.
Mr. Silverman has over four decades of senior corporate management, global management consulting, entrepreneurial management experience, and a successful track record developing and managing both private and public companies. During the past 10 years, he has worked with many early stage private and public companies employing a wide range of technologies in diverse markets.
Mr. Silverman also has more than 18 years senior corporate management experience with leading global information industry players including GTE, RCA, Xerox and IBM’s Satellite Business where Mr. Silverman served as General Manager of International Services.
Mr. Silverman also has more than 10 years senior global management consulting experience, serving in senior management consulting positions with Coopers & Lybrand and Booz Allen and Hamilton. Mr. Silverman also served as Chief Executive Officer for James Martin Strategy, Inc. ("JMS"), and co-managed all North American business development, sales and program management activities for this Amsterdam-based, provider of global management consulting services.
Mr. Silverman has contributed to the education sector since 2002, serving as Adjunct Professor in the R.H. Smith School of Business at UMD, the School of Management at George Mason University and the Kogod School of Business at American University. He typically teaches undergraduate and MBA courses in strategy (CAPSTONE), international business and entrepreneurship. In early 2012, he was appointed to also serve as Adjunct Professor in the School of Business at George Washington University.
In 2007, Mr. Silverman founded and accepted an invitation to serve as initial director of the Entrepreneurial Step-Up Program in the Mason Enterprise Center at George Mason University- he developed and launched the program to assist early stage firms. He also held discussions to establish a similar program in China.
Mr. Silverman is the author of two entrepreneurial management books that received positive reviews – the books shared perspectives on today’s “disruptive” entrepreneurial age changes, and offering strategies helping both traditional and emerging companies address today’s challenges and opportunities.
Mr. Silverman has published many articles and OpEds on management, international business, market trends, analytics, policy and business issues and posts on his blog at www.paulbsilverman.com. Mr. Silverman holds a BS in Physics from CCNY and an MS in Management from Polytechnic University of New York. He resides in the Washington, D.C. area.
