Board of Directors


The Precyse board of directors includes:

Russell Chandler, III
Chairman of the Board
Mr. Chandler has been Chairman of the Board of Precyse Technologies since September 2010. Mr. Chandler was also the Chairman of the Board of DataPath, Inc., a provider of satellite and wireless communications networks. Throughout his career, Mr. Chandler has provided corporate governance and oversight to a number of public and private companies by serving on their boards. Those companies are CNP Technologies, Enterprise National Bank, Employee Benefit Plans, Inc., Healthdyne, Inc., Miller Industries, Inc., Summit Partners, and Floor & Décor.

His first major business venture from 1972-1983 was the founding of Qualicare, Inc., the largest private owner of hospitals in the United States. From 1986 – 1993, Mr. Chandler bought and enhanced United Plastic Films, Inc., a producer of polyethylene film products. While Mr. Chandler was running United Plastic Film, he was also a key contributor to Atlanta, Georgia’s bid to host the 1996 Olympic Games. From 1986 –1996, Mr. Chandler was responsible for the conceptualization and presentation of the plans for Atlanta’s Olympic Village to the International Olympic Committee. Mr. Chandler orchestrated the development and funding of its Olympic Village. He also served as Mayor of the Olympic Village during the actual games. Mr. Chandler received a B.S. degree from Georgia Tech and an M.B.A. degree from the Wharton School of the University of Pennsylvania. Since his graduation, Mr. Chandler has remained active in support of college education and athletics. His roles have included board memberships to both the Georgia Tech Foundation and the Georgia Tech National Advisory Board. Mr. Chandler has also provided support to the Wharton School of the University of Pennsylvania. For six years, he served on the Wharton Graduate Advisory Board. Additionally, he sponsored an entrepreneurial professorship at Wharton.
 
Paul Latchford
Vice Chairman of the Board
Paul Latchford has been a director of the Company since August 2008. Mr. Latchford has over 30 years experience in the international and domestic telecommunications market. Since June 1999, Mr. Latchford has been Chief Executive Officer for Spencer Trask Media and Communications Group LLC, (“STMC”), where he has been responsible for selecting and managing STMC’s portfolio investments in various private and public companies. In addition to serving as Chairman of the Board of Precyse Technologies’, Mr. Latchford is also currently a Director of Parelec, Inc. USA, and Neptec Optical Solutions Inc. and served as a Director on the Board of of SkyTerra Communications (SKYT) until April, 2010. From February 1997 to June 1999, Mr. Latchford was Principal Vice President at Bechtel Group Inc. responsible for Global Business Development for Bechtel Telecommunications. From January 1990 to February 1997, Mr. Latchford held several senior management positions at Bell Atlantic International, Inc., finishing as Vice President for Business Development responsible for the Asia Pacific Region. From 1979 through 1989, Mr. Latchford held several management positions at Bell Atlantic Corporation in Network Operation, Network Engineering and Service management. Mr. Latchford is an honors graduate from Georgetown University, BA Government/Public Administration.
 
Andy Mullins
Chief Executive Officer
Mr. Mullins has served as president and chief executive officer of Precyse Technologies (Precyse) and as a member of the Precyse board of directors since June, 2010. As CEO of one of the industry’s premier, up and coming RIFD technology companies, Mr. Mullins is helping lead Precyse into a new phase of advancement by focusing on technology innovations that solve critical market needs.

Prior to joining Precyse, Mr. Mullins was the chairman and general partner of OpX Capital Partners where he was instrumental in developing a vision that penetrated new market development opportunities. Before founding OpX, he was the Chief Executive Officer of DataPath, Inc., a provider of satellite and wireless communications networks. At DataPath, Mr. Mullins increased the company’s revenue and net income significantly, while also improving operational efficiencies, developing advanced leadership models, and instituting improved quality management. Mr. Mullins is a former president and Chief Operating Officer of Candle Corporation (“Candle”), where he led the development of complex computing software and services utilized by global 100 and Fortune 500 companies. He headed the mergers and acquisition team commissioned to find a buyer for Candle, which was sold to IBM Corporation in 2004. Mr. Mullins also held executive positions at MCI Communications, Inc., as well as Digital Equipment Corporation, where he managed advanced technology directives related to communications, networking, and data center management. Mr. Mullins began his career as the director of computing services for two universities – West Virginia University, where he attended graduate school, and Concord University, where he graduated Magna Cum Laude with a Bachelor of Science degree.
 
Rom Eizenberg
Chief Marketing Officer
Mr. Eizenberg has served as Chief Marketing Officer of the company since 2006, when he co-founded Precyse Israel (and subsequently co-founded Precyse Inc. in 2009). He is responsible for the company’s commercial activity, covering sales, business development, and marketing.

Prior to co-founding Precyse, Mr. Eizenberg served as co-founder and chief marketing officer at Cellular Magic and Pixel Technologies, two startup companies in the telecom business, both of which were profitably sold to Electronic Arts. Mr. Eizenberg has extensive background in emerging technology management, working in senior positions for Ness Technologies where he led the creation of a new application service provider (ASP) business unit, positioning NESS as an industry market leader. Working in the RFID industry for over seven years, Mr. Eizenberg also managed an RFID practice at Hewlett-Packard. Mr. Eizenberg served as a Captain in the Israeli army as the operations executive officer for the 52nd armored brigade. He received his B.A. in international economics and management from SDA Bocconi University in Milan, Italy.
 
RICHARD LICURSI
Director
Richard Licursi has been a director of the Company since May 2009. Mr. Licursi is the CEO and co-founder of Spectrum Bridge, the world’s first on-line commodity exchange exclusively for the dynamic trading of wireless spectrum. Prior to Spectrum Bridge, Mr. Licursi was a cofounder, President and CEO of MeshNetworks Inc., which became recognized as the global leader in mobile mesh networking technology. Upon Motorola’s acquisition of MeshNetworks in 2004, he held the position of Vice President and Director of Operations for the Mesh Product Group. He holds a B.S. from St. Peter’s College, New Jersey. 
 
Fran Rogers
Director
Fran Rogers has been a director of the Company since September 2010, and is the founder and president of Checks & Balances, Inc., a registered investment advisory service that provides various financial services for high net worth individuals and business. She also is president of WH Capital, LLC, which owns various trademarks, including Waffle House, as well as owns and leases restaurant properties. Previously, Ms. Rogers was the controller at Moore Capital Management, an Atlanta-based investment advisory firm, where she was responsible for all accounting, trading, and back office functions. She is involved in several business and charitable affiliations, including being a member of the stand-by board of directors for Waffle House, a trustee and officer of the Lovett School, a trustee and member of the investment committee of Georgia Tech Foundation, a director for the Georgia Lottery Corporation, and a board member of GRA Venture Fund. Ms. Rogers was also a former trustee and chair of the investment committee for the Children’s Healthcare of Atlanta, and a former board member of Cirronet, Inc. Ms. Rogers holds CFA and CFP certifications, and earned a Bachelor of Science in Economics, with high honor, from The Georgia Institute of Technology.
 
Leland Strange
Director
Leland Strange has been a director of the Company since September 2010, and is Chairman of the Board of Directors and President of Intelligent Systems Corporation, a publicly traded company that identifies, creates and grows early stage technology and entrepreneurial companies. Mr. Strange was inducted into the Georgia Technology Hall of Fame in recognition of his pioneering efforts in the microcomputer enhancement products industry. He has been recognized nationally as a leader of one of the fastest growing electronics companies in the U.S. during the early years of the personal computer industry. In 2005, he was inducted into the Hall of Fame of the Georgia Institute of Technology College of Management. Mr. Strange is a trustee of the Georgia Tech Foundation and the Georgia Baptist Health Care Foundation. He has served as Chairman of the Georgia Tech Research Corporation and is past chair of the American Electronics Association for the Southeastern United States. Mr. Strange has served on the board of directors of numerous publicly traded companies including Allied Holdings, Great Plains, Matria Healthcare, Healthdyne Technologies and IQ Software. He is also a board member for a number of private companies. Mr. Strange received a B.S. degree in Industrial Management from Georgia Institute of Technology and a M.B.A. from Georgia State University. For a five year period, he was a marketing professor at Mercer.
